
Michael Chapman is an MPA student concentrating in International Development with a certificate in Science, Technology, and Environmental Policy (STEP). After studying Economics and Government at Georgetown University, Michael served in state and local government in his home state of Hawaii. He spent several years in energy regulation and legislation with the Hawaii Public Utilities Commission, where he helped policymakers navigate the state's clean energy transition. Immediately before graduate school, Michael worked for the Honolulu City Council's Chair of Housing, Sustainability, and Health. For his summer research, he joined University College London's Institute for Innovation and Public Purpose (IIPP) to support research on digital public infrastructure. He recently met with policymakers through the Center for Climate and Security's "Youth-Led Visions for a Climate-Secure Pacific," with support from the U.S. Mission to New Zealand.
